From White Australia to Multiculturalism

Over four decades Australia dismantled the White Australia Policy and remade itself as a multicultural nation. This transformation was central to repairing and deepening its relationships across Asia.

The starting point

The White Australia Policy (1901–1948 in its strictest form) shaped both Australia's demographics and its attitudes toward Asia and migration. Dismantling it was gradual, not sudden.

The gradual deconstruction

• The Colombo Plan brought Asian students into Australian life.
• Concessions such as Japanese war brides and the introduction of Australian citizenship and a visa system (Migration Act 1958) chipped away at the policy.
• Successive leaders — Menzies, then more decisively Whitlam (formally ending the policy), Fraser, Hawke and others — legislated change and promoted the transition to multiculturalism, with figures like Al Grassby championing it.

Refugees and the debate

Australia's humanitarian response was tested by waves of Indochinese refugees after Vietnam and Chinese students after the Tiananmen Square massacre (1989). Multiculturalism was contested: Geoffrey Blainey questioned the pace of Asian immigration, Charles Perkins linked it to Indigenous rights, Stephen Fitzgerald shaped immigration policy, and later Pauline Hanson mobilised opposition.
